U.S. Immigration and Customs Enforcement (ICE) issued a directive in 2013 regulating the use of solitary confinement in ICE detention that applies to all ICE detention facilities in the United States. It established policies and procedures for review of people in detention placed in segregated housing, with particular protections for vulnerable populations, such as people with developmental disabilities, people who are pregnant, and elderly people. The directive placed limits on usage of solitary confinement and substantially increased the monitoring of its usage.
