“It is the policy of the Colorado Department of Corrections (DOC) to offer specialized programs to offenders with mental illness, intellectual and developmental needs, and/ or significant functional impairment. These programs utilize a planned incentive level system to promote pro-social behavior and treatment progress while meeting behavioral goals. This is to prepare offenders for successful community transition while ensuring the safety of employees and offenders.”
