2013 Massachusetts Senate Bill S.1133.


This 2013 bill on the appropriate use of solitary confinement stated that “segregated housing should be for the briefest term and under the least restrictive conditions practicable and consistent with the rationale for placement and with the progress achieved by the inmate.” The bill also provided for regular reviews of inmates placed in segregation, addressed conditions of confinement in segregation, and called for an emphasis on “making individualized rehabilitative programming available which has as its goal the return of inmates to the general population.” This bill was not passed.
