2019 Maryland Chapter 526

This law, signed by the governor on May 13, 2019, prohibits placement of minors in restrictive housing—including administrative segregation or disciplinary segregation—unless a managing official of facility finds by clear and convincing evidence that there is an immediate and substantial risk. It also requires each correctional unit submit data to the Governor’s office on the demographics of the people detained and their type and length of detention.
