The bill provides for the addition of a review process for inmates, who, after 19 days in confinement, may demand a review, which will be overseen by a district judge. In the data collection for reports section of the bill, there was an inclusion of the number of inmates released from restrictive housing from order of district judge.

The bill all but bans solitary confinement and requires strict guidelines to be met to place people in restrictive housing, which should be the least restrictive as possible, according to the bill. Additionally, a lot of data is to be collected and reported on regarding restrictive housing.
